I’m passionate about helping you grow confidently
Meet Ashlie
I founded Tarpley Law PLLC and Tarpley Templates & Legal Research (TTLR) to deliver the kind of legal counsel that most financial services companies can't easily access — senior regulatory expertise, without the overhead of a large firm.
My background is in federal financial regulation. I spent years at the Consumer Financial Protection Bureau, where I worked on supervision policy, UDAAP, payments, and consumer lending, including leading regulatory examinations and working closely with the enforcement function. Before that, I served as in-house counsel at Pentagon Federal Credit Union, one of the nation's largest credit unions, where I handled regulatory compliance, contracting, and privacy matters. Today, I also counsel entrepreneurs and small business owners on entity formation and early-stage legal infrastructure, particularly in highly regulated industries where getting the structure right from the start matters. I hold a CIPP/US certification and am licensed to practice law in Florida and the District of Columbia.
That combination — regulator, in-house counsel, and now outside counsel — gives me a perspective most lawyers don't have. I know how examiners think because I've worked alongside them. I know what compliance programs actually look like from the inside because I've built and evaluated them. And I know what financial services companies need from their legal counsel because I've been on that side of the table too.
I founded Tarpley Law PLLC and TTLR to make that expertise accessible — whether you need a strategic legal partner for a complex regulatory challenge, practical support preparing for an examination, or a well-drafted contract template to get the deal done.
Why Clients Trust Me
Federal Regulatory Experience
Prior experience at the CFPB and FHFA spans supervision policy, UDAAP enforcement, payments regulation, and consumer lending — including examination and enforcement work at the federal level. I bring that examiner-side perspective directly to compliance program design and regulatory strategy for clients.In-House Financial Services Background
As in-house counsel at Pentagon Federal Credit Union, I handled day-to-day regulatory compliance, contract drafting and negotiation, and privacy matters for one of the country's largest credit unions. I understand what it means to be the lawyer inside a regulated institution — not just the one advising from the outside.Practical, Business-Focused Counsel
I don't just identify legal risk — I help clients navigate it. From building compliance frameworks that hold up under examination to drafting agreements that protect the business and close deals, my work is designed to be actionable and aligned with how financial services companies actually operate.
My Mission
Financial services law is complex, and the stakes are high — for institutions, for their partners, and for the consumers they serve. My goal is to give financial services companies, fintechs, and regulated entities access to senior legal counsel that is sophisticated, specific, and grounded in real regulatory experience. Not boilerplate. Not generic guidance. Counsel that reflects how this industry actually works.
